Dues and fees

The Swedish Maritime Administration’s general financial objective is to cover its costs in full. Operations are financed mainly by dues and tariffs on merchant shipping. The Administration’s costs for certain items including leisure craft traffic shall be financed within the state budget.

The Swedish Maritime Administration is a business oriented governmental agency financed mainly by dues and fees on merchant shipping. The Swedish Maritime Administration’s most significant dues are fairway dues and pilotage dues.

In addition to fairway and pilotage dues, the Swedish Maritime Administration sets fees and dues for other products and services rendered. The most financially significant to the Administration are revenues from sales of navigational charts and publications. A price list covering all navigational chart products is produced before every season.

The Swedish Maritime Administration also sets fees for leisure boats, passing the locks in the Trollhätte Canal. There is also a tariff of fees for icebreaking on order and against compensation, which does not refer to icebreaking in the fairways, which is financed entirely by fairway dues.  All tariffs and fees are specified in Swedish Maritime Administration’s regulations.

Fairway dues

Fairway dues are based on four components: readiness fee, vessel based fee, the cargo quantity loaded or unloaded  and number of passengers. The readiness- and vessel based  fee are divided into classes based on the vessel net tonnage. 

For domestic traffic readiness- and vessel based fee is charged for every port call where cargo is loaded. Cargo fee is only charged for loaded cargo.

For international traffic readiness- and vessel based fee is only charged for the first port call. Cargo fee is charged for both loaded and unloaded cargo.

The first two port calls in a month are charged 100 % readiness- and vessel based fee , the third call charged 75 %, fourth call 50 % and the fifth call 25 %. The following calls in the month will not be charged readiness- and vessel based fee, only cargo and passenger fee will be charged.

Enviromental differentiation of the vessel-based fee

The vessel-based fee are differentiated according to the vessel's verified Clean Shipping Index (CSI) scores. If the vessel have verifiered scores, the reduced vessel-based fee will be applied automaticly since the Swedish Maritime Administration gets the information from the CSI directly.

Pilotage rate

To the right you find a ready-reckoner covering normal pilotages with a piloted time up to 45 hours. 

For piloted time exceeding 45 hours or the pilotage includes additional fees or reductions, calculation has to be made according to the valid regulations published by the Swedish Maritime Administration regarding pilot fees (SJÖFS 2021:5).
