Invoicing the Swedish Maritime Administration

The Swedish Maritime Administration (Sjöfartsverket) only accepts electronic invoices (e-invoices). Suppliers must submit invoices electronically using the Peppol network or our supplier portal. Invoices sent by email or as PDF attachments are not accepted.

Electronic invoicing requirements

Since 1 April 2019, suppliers to Swedish public authorities have been required to submit electronic invoices for purchases covered by the Swedish Act on Electronic Invoicing in Public Procurement.

Please note that a PDF invoice is not considered an electronic invoice under Swedish legislation.

For more information about the requirements, visit the Swedish Agency for Digital Government (Digg).

How to submit an electronic invoice

We accept electronic invoices in the Peppol BIS Billing 3.0 format. Suppliers who are unable to send invoices through Peppol can use our free supplier portal.

Option 1: Peppol (preferred)
We recommend sending electronic invoices through the Peppol network, an international system for exchanging electronic business documents.

To send invoices through Peppol, you need access to a Peppol service provider.

Our Peppol ID is: 0007:2021000654

There is no charge from the Swedish Maritime Administration for receiving invoices through Peppol. Your service provider may charge a fee.

For technical information about the invoice format, visit Peppol BIS Billing 3.0.

Option 2: Supplier portal
If you are unable to send electronic invoices through Peppol, you can create and submit invoices manually using our supplier portal, provided by Pagero.

The service is free of charge.

Invoice references and purchase order numbers
To ensure that your invoice is processed correctly and without delay, please include the following information.

Buyer reference

All invoices must include the reference code of your contact person at the Swedish Maritime Administration.

The reference consists of six letters followed by two digits, for example AAABBB01.

The reference code must be entered in the following Peppol XML element:

<cbc:BuyerReference>

The name of your contact person should be included in another reference field or in the invoice description.

If you do not have a reference code, please contact your representative at the Swedish Maritime Administration before submitting your invoice.

Purchase order number

If you have received a purchase order number, it must be included on your invoice.

Our purchase order numbers begin with the letter P, followed by digits without spaces, for example P12345.

When a purchase order number has been provided, it should be used as the primary reference.

In Peppol BIS Billing 3.0, enter the purchase order number in:

<cac:OrderReference><cbc:ID>P12345</cbc:ID></cac:OrderReference>

Invoice content requirements
In addition to applicable legal invoicing requirements, invoices must include:

  • The Swedish Maritime Administration's buyer reference code (six letters followed by two digits).
  • The purchase order number, if provided.
  • A clear description of the goods or services supplied, including quantities where applicable.
  • References to relevant supporting documents, such as quotations or agreements, where applicable.
  • For credit notes, a reference to the original invoice.
Information about Swedish F-tax approval (F-skatt), where applicable to the supplier.

Please ensure that all required information is correct to avoid delays in processing and payment.

Payment terms

Our standard payment terms are 30 days net from the invoice date, provided that the electronic invoice is submitted no later than the following day.

If the invoice is submitted later, the payment period may be extended by the corresponding number of days.

Late payment interest

In the event of late payment, interest may be charged in accordance with the Swedish Interest Act (Räntelagen).

A payment reminder must be issued before any debt collection measures are initiated.

The Swedish Maritime Administration disputes claims for late payment interest or related charges where the delay is caused by incomplete or incorrect invoicing.
