These norms should be seen as maximum values and may need to be changed in regards to vessel type, wind direction and other circumstances.

All vessels that require two tugboats.

Vessels	Area	Max wind speed
LOA > 160 m and or significant wind area	All quays in the area	10 m/s*
Vessels with two pilots	All quays in the area	8 m/s*

* Wind restriction based on tugboat of conventional type. With a tugboat of modern type (ASD / Tractor) a special evaluation is made.

For vessels with a functional bow thruster, the value can be reduced with a tugboat.
If the ship has stern thruster or twin propellers, the value can be reduced by another tugboat.
Tugboat with barge that is subject to pilotage, shall have one assistant tugboat.
Tugboats must at all times provide their own tug rope.

Vessels that, according to tugboat restrictions, are required to use two tugboats, two pilots are used.
