A tugboat is defined in this context, as a vessel built for towing and with a bollard pull of at least 23 tons. When two tugs are required according to these restrictions, the total force shall be at least 52 tons.

For vessels with LOA > 200 m and or Beam > 30 m, two pilots are to be used.

Reservation must be made with regard to a number of additional factors that affect the assessment of the individual case, e.g. reduced visibility, high wind speeds, currents, the ship's technical standard, the fairway's marking for night navigation, tugboat assistance, which may lead to a reduction of the guideline values.  Under favorable external conditions, ships with very good maneuverability and high technical standards may be allowed to exceed specified guideline values.
